    UAE and Germany deepen ties with €40 billion investment

    BERLIN, GERMANY / RankWire.AI / – The United Arab Emirates and Germany launched a Strategic Dialogue and agreed to establish a bilateral Investment Council during a state visit to Berlin. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz witnessed the announcement of 12 government-level agreements, memoranda and declarations. The measures cover investment, energy, technology, aviation, security, legal cooperation, environmental affairs, data systems and culture. The agreements expand the framework of the UAE-Germany Comprehensive Strategic Partnership, which dates to 2004.

    The Strategic Dialogue will coordinate cooperation across regional security, defence, trade, investment, energy, climate, digitalisation, transport, education and emerging technology. Both governments also signed a declaration of intent to establish the German-UAE Investment Council. The council will provide a platform for public and private sector engagement on investment projects. Officials also resumed the Joint Economic Committee, adding another formal channel for bilateral commercial and economic discussions.

    The government agreements include new arrangements covering air transport access for UAE national carriers to Berlin Airport. They also include cooperation on passenger procedures, crime prevention and mutual legal assistance in criminal matters. Separate documents address defence and security cooperation, environmental policy, data hosting and information systems. The two countries also agreed to continue expanding energy cooperation and signed a cultural cooperation memorandum.

    Investment package adds major economic dimension

    The visit also produced a UAE investment package totaling 40 billion euros for Germany. The package includes advanced digital infrastructure and plans for new data centres with about 1 gigawatt of capacity. UAE and German companies also signed 29 business agreements and memoranda valued at more than 9.356 billion euros. Those commercial deals accompanied the government agreements announced during the visit and widened the economic scope of the bilateral meetings.

    Trade and investment data also showed the scale of existing economic ties. UAE-Germany non-oil trade reached $15.5 billion in 2025, up more than 14% from the previous year. Cumulative investment flows between the two countries exceeded $10 billion from 2021 through 2025. Both governments also noted ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.

    Energy, technology and transport cooperation expands

    The investment agenda includes further corporate projects involving Covestro, RWE, ADNOC and Masdar. Existing UAE-linked investment in Germany includes XRG’s approximately 15 billion euro investment in Covestro. The two governments also identified liquefied natural gas, renewable energy and hydrogen among areas for continued energy cooperation. Their agreements additionally cover digital infrastructure, artificial intelligence and other advanced technologies as part of the broader bilateral framework.

    The visit runs from September 9 to September 11 and marks the first state visit to Germany by a UAE president. Meetings in Berlin also covered economic cooperation, technology, energy, culture, education and regional affairs. The Strategic Dialogue, Investment Council and accompanying agreements give the two governments new formal channels for managing cooperation. Together, the measures announced in Berlin span government policy, investment, private-sector agreements, transport access and major infrastructure projects.
